No. The general licence fiasco happened because the 1981 wildlife protection act (the precise name eludes me) was bad EU legislation applied here in a harmful way. At the time everyone was assured that it wouldn't be used in this way and dealing with corvids and pigeons wasn't a problem. The general licences were a fudge and Packham et al campaigned for the fudge to be reduced.
In fact what ahold have happened post Brexit is that the legislation ought to have been repealed and replaced with legislation appropriate to the UK's environment.
