Bizarre as it may seem......and I have not a clue what it's correct name or use for it was/is, but my Dad used to keep his old service Webley snuggled up on something similar - obviously before it was handed in at one of the previous amnesties...... Intrigued to know and brought back some memories from the distant past!
 
Not sure - in Denmark it’s called Blår. Grew up with it made by ‘Jaguar’ - used for cleaning rifles and shotguns. - unless someone scalped Trump of course

Maybe @bobo know the British term

2 So what was it made from?
3 So how, with 3 being indeed correct, how was it used and why as in what was it specifically recommended to be used for in the cleaning process?

Some muzzleloaders use it as a wad with shot loads. Never tried it myself.
I understand it copes with fouling and helps clean while shooting.
