Rams Horn - How to cure?

Could it be cored out and filled with a resin?
I have used epoxy to fill voids in white ram's horn, and it worked out ok-ish!
The OP's piece of horn is black. Not sure if you can get black resin, but you can use powdered horn as a thickener, so that might work.
Sometimes, though, the greasiness of the horn prevents the resin from sticking and curing properly. Particularly in the centre part of the horn where the core was removed.

Does the centre core need to be removed or should I dry it out? Or won't it be strong enough for securing dowel?

It needs to be removed.
Leave it alone for a while for nature to do its stuff, and the horn should slide off like these:

For using epoxy yes it needs to be removed. My question is if I weren't to use epoxy is it possible to use the core as a Base for stick making or is it impossible as it's not the right material even if dried?

It will eventually just pull out, so no, you can't use the bone core.
 
Thanks for clarifying. My only worry with using resin it will add alot of weight.
I have a crook here that I made using an unsuitable bit of horn like yours. I have completely filled the centre with epoxy thickened with powdered horn (to get the right colour and consistency).
It's not great, but it worked.
I wouldn't bother doing it again.
