On MoD land. Looks like an old test track of some sort

The bumpy road is half a mile long and merges into a concrete banked bend

As you say perhaps a test track? But testing what? Or testing who? Driver training possibly rather than vehicle testing?
 
I think but may be entirely wrong that it may be called Belgium pavement or pave road for testing vehicle suspension and braking systems.

Note. There should be an accent on the e of Pave, but I don't know how to do that on a keyboard.

I agree, looks like some sort of proving ground.

It looks too random for a Pave track, they are more like a cobbled road. That looks more like a random bump test track to me. Odd on a military base though, unless they trained gunners to hold a steady aim in rough terrain? Or tested vehicles for durability?

There are a few ways to conjure such characters from a standard keyboard but what I find is much easier is to create a notepad of commonly used items and leave that on the desktop to copy-n-paste as required.

Here is my sample list. Drop this into a text file on your desktop:

That’s my view also. It’s not pave as the bumpy bits are too big (1 foot long and about 6 inches wide and about 3 inches protruding from the concrete base) and to widely spaced

The location is Ceasars Camp above Farnham

I think it’s a WWII testing ground of some sort. Bit like a military version of Millbrook
 
The lumps of rock appear to be placed randomly in between each other in a row, but more uniformly placed in distance down along the track, until they appear to have tighter gaps further away from camera shot (unless that is an effect of the camera shot?)
