As far as I know previously some of the forces in Scotland did not clear land and everyone was automatically given an open ticket. This was not for all the forces, For certain what was Grampian police insist on closed certificates until first renewal but will open it if you achieve DSC level 2 within this time. They do check land even if it is only having a look on a map and being familiar with the local area (this was for a 1600 acre farm so said it was not in the taxpayers interest to travel out for inspection). Now there is only one police force in Scotland my FEO said they are likely to all go this way hence all new grants of certificates will have to have the land checked.

There is indeed a lot of land on the NFLMS and it is available to all licensing unit staff. The land register is a useful tool, however there are lots of gremlins (errors, misnamed land etc. etc.) that render it less than completely reliable. As I advised above, proceed with caution. I worked with the NFLMS for several years, so believe me I know both it's strengths and weaknesses. It is not the system itself, but like any other IT system 'garbage in means garbage out'. No disrespect intended to anyone but that is how it is, where the land register is concerned.

If you have a condition on your certificate that condition has to be adhered to by the named certificate holder no matter what the ground or land is deemed suitable for ,the conditions are placed to protect the land yourself and other users.
It is up to you the certificate holder to approach the constabulary with the appropriate information for the ground or lands ,asking for the conditions to be removed . Due to ..........

Hi , i come under west Mercia and at renewal a couple of months ago I asked for open ticket and aolq.
Got a shock when he said I have not enough experience. When I explained I've shot in 4 different local locations on a regular basis.
He said I should of had each one Approved by them and my name put on the data base for that land ( and i wouldnt swear on it but he said i needed to tell them everytime i went there ) I explained that these were shooting estates where people have been shooting since guns were invented.
It was only the fact I had hundreds of purchased and used ammo on my ticket he considered my application

At what point does any of this circuitous FAC & certificate (with all their neatly typed conditions) nonsense inconvenience or sanction those who it is purportedly intended to inconvenience and sanction.........that is CRIMINALS?

at all this insanity.If there are other calibre's equal or bigger already cleared on a piece of land then there is no reason why you won't be able to get this land added to your ticket. But you will still have to fill out a land authorisation form and request that it is added to your certificate. In my case I submitted only two separate area's of land, one which was cleared for what I asked for and the other I know wasn't cleared or ever had been, and they sent me back an open ticket for the quarry I had asked for. Although it is worth noting they are well within there right to only add land under a separate condition rather than give you a "open" ticket.

The sequence of events is simple.
Get permission (the difficult bit usually)
Contact your FLO and ask if the land has been passed and for what calibre.
If your license is conditioned then shoot over that land within your conditions.
If you have an open ticket shoot over the land.
If you want to use a different calibre to that for which the land has been passed just ask...in most cases the ground will be passed based on the first applicants request which is often only a .22lr and it may be perfectly suitable for other calibres.
If our licensing system means we dont end up as f u c k e d up as the USA then I'll take it warts and all thank you very much.
