I just tried again and it worked fine for me. Without sounding condescending, once you have filled out the details you then click on the blue arrow on the right of the screen half way up to proceed to the next stage.

For me it is a white arrow right side halfway up and nothing happens.

I just went and gave it another go.

Once all the details are filled out correctly that white arrow becomes blue and then you click on it.

Finally worked for me when I used an ipad. You get the which country question after the arrow turns blue which was as far as I got before....
