I would think you answered your own question here.
They are .22 ammunition not shotgun cartridges
What's the legal definition of a shotgun cartridge?

A shotgun cartridge is "a centrefire or rimfire cartridge loaded with small diameter shot"
Suffice to say, they won't be in my ammo cabinet when the FEO comes round regardless
The answer to this can be found in the UK firearms guidance document
look for section 5.13 d. as below so as .22LR shotshells contain more than 5 shot less than .36" inches you do not need a licence to posses but the exemption doesn't cover purchasing so you can have what you already own but not buy anymore till you have your certificates back.
Firearms and ammunition for which a certificate is required 5.13 Any person wishing to possess, purchase or acquire any firearm or ammunition must hold a valid firearm or shot gun certificate (as appropriate) unless exempt under sections 7 to 13, 15, 54 or 58(1) of the 1968 Act or sections 15 to 19 of the Firearms (Amendment) Act 1988, except:
a) an air weapon or a weapon powered by compressed carbon dioxide (not of a type declared by the Secretary of State under the Dangerous Air Weapons Rules 1969 (as amended) to be specially dangerous);
b) ammunition for air weapons;c) cartridges containing five or more shot, none of which exceeds .36 inches in diameter (the exemption does not extend to the purchase of such ammunition);
d) blank cartridges not more than one inch in diameter.

Why don't you just keep them in your cabinet and ask the FEO when he comes round? He might know the answer, and he might not, but he's hardly going to cart you off to clink for it.
If he's suffering from stress to the point where it's affecting his ability to do his job then he ought to take some time off and get help.
They are shot gun ammunition if they contain five or more shot none of which exceeds .36" in diameter. End of. Period. Full Stop.

I'd have to disagree with that, they may be able to fire through a sect 1 firearm, but as they aren't a single solid projectile they are not sect 1 ammunition. They are sect 2 ammo regardless of how stressed your feo is

As I have previously posted, they do not need a FAC to purchase as they are not defined as section 1 ammunition, quoting a advert from a RFD who is ignorant of the letter of the law doesn't change the lawful definition. Legally speaking they can be purchased on the production of a Shotgun certificate not an FAC.Not according to this…
