Use a plastic faced hammer to do the tapping. You can beat the hades out of it with a regular hammer and deform the rod and the plastic hammer just taps it in so much easier. Also if you have scales to weigh the powder then you are not stuck with just using the dipper and can weigh each individual charge and use a funnel to pour into the case. Trickle in a few grains at a time to the bottle to bring up to the charge weight you want to use. I have used a cheap Hornady electronic scale and empty pill bottle on the scale plate and zero out the scale before putting powder just make sure you set it on grains to weigh.
Also I used a credit card or such to scrape across the top of the dipper after heaping in the powder to give a more consistent volume of powder for each dipping. I used to use one back in the college days in the late 70's to early 80's in the dorm room. Probably get expelled doing that these days.
Also if you have any members on here close by they can maybe give you a few factory cartridges with a similar weight bullet that you can use to set the bullet seating depth if your bullet does not have a cannelure on it and if it does you can seat to the middle of the cannelure or top or bottom for consistenticy from round to round or just measure with a dial caliper if you have one or can get one for not too steep a price. Members here may be able to set you up with some kit like this they are not using for a modest price.
