28 bore foul removel

I’ve been shot gun shooting most of my life and in the last 15 years I shoot a 28 bore side by side 30 in barrels 3/4 choke in both my problem is I can not get a clean patch while cleaning the barrels I’ve tried most cleaning fluids and even after 20 patches after scrubbing they always come out dirty admittedly a lot less than the first few but still very dirty I’ve also tried different cartridges to see if it’s a powder product that’s fouling but still no success anyone out there with any ideas my only thought is that I use fibre wads and it’s the lead that’s hitting the side of the barrels on its way down and not plastic wad cup but shoot game so can’t shoot plastic wads any tips would be appreciated

Dad had a 2pint tin and would put some petrol in the tin and scrub the barres with a bronze brush, tip the dirty petrol away and use a bit more. then pull it through with a piece of cloth cut to size dry then a light oil.
I use a 10bore bronze brush on my 12bore
 
Back in the day...and a the person's own risk...you would plug the muzzle put a drop of mercury in the barrel and then plug the breech and swirl it about. Lead dissolves in mercury. However since both aren't very "people friendly" elements you do so at your own risk! I use a Kleenbore "Lead Away" cloth wrapped around the phosphor bronze brush. I learned that from Otto Weber one Bisley as hot loaded .38 Special cartridges in 357 Magnum revolvers leaded the cylinder throats and barrel leed something wicked. It works too and very very well in fact for leaded barrels in shotguns. But in truth if you are getting lead fouling in a smooth bore barrel it is usually because the barrel is rough. You may not be able to see it with the eye but it'll be rough.
 
You don't need the barrels of a shotgun to be immaculately clean, a good general clean will be good enough, obviously make sure you get plastic fouling out etc and that your choke threads get cleaned and your chokes get removed so that they don't get stuck - though I'm sure you are aware of this.
 
Wrap some 000 wire wool onto your PB brush, make it a tight fit and scrub the barrels vigorously. This will remove leading and plastic. Or if the bores are rough get them lightly polished with a honing machine by a gunsmith.
 
When you say scrubbing, is this scrubbing with a bronze wire brush? I find I can remove even the most stubborn fouling with a bronze wire brush and any type of cleaning fluid. Then patch out as normal and oil. As described powders are non corrosive now, as long as it is vaguely clean and dry, it is unlikely to come to any harm.
 
AeroKroil is the answer, a nice American chap put me onto this miracle stuff a few years back

This stuff stinks to high heaven and is used in the aeronautical industry to free up seized bolts on aircraft, the way this stuff works is simple it has such high penetrative value, you simply soak the bore for 10 mins and run a broze brush through 3-4 times and bang the dirt is gone, sorry wrong advert.

I also swear by Kroil for running in a new rifle bore as it creates a layer that stops too much copper fouling, it even says so on the tin, good for rifle bores, its also used by many smiths to remove stuck chokes
