It's not that simple unfortunately. I'm in Ireland, south of and we had this thrust down our throats some time ago. Being Irish we promptly looked for the loophole and here it is.
The EU birds directive requires signatories to protect pretty much al birds during the breeding season but open seasons can be declared for pretty much anything you like outside that period, hen harriers , Ospreys, white tailed eagles and whatever else you like. There is also a provision for the protection of crops and livestock outside of this period under licence.
You can apply for the licence beforehand or retrospectively but the onus is on the landowner to prove that the response is proportional to the nuisance.
It works like this, season for wood pigeons is published 1 Nov to 31 Jan, no problems whaling away between these dates, outside that period the landowner applies for a section 42 exemption and whales away as before, the only difference is that all the staff from Natural England are now fully occupied all year round dealing with section requests so they've less time to worry about the rare threatened or endangered hordes of whatever down the road.
Don't panic, there may be a lot of common sense about but it's often very poorly distributed, it will get sorted.....eventually, farmers organisations are your biggest allies, they have real clout.
