What does the a slot on your FAC say? If it says rifle you can put a rifle on that slot, not an action. If it says action you can put an action on that slot, not a rifle.
If you’re building a rifle and you have a rifle a lot available you’ll need to chat to your Licensing office and ask them to break that rifle a lot into the component parts you require. Bit of a nause but shouldn’t cost you anything.
You’d think it would be relatively simple of people were pragmatic, the issue is if someone gives you the action on a rifle slot, in the eyes of the police you possess a rifle. Not only that, but when you come to sell it they’ll want to know where the rest of said rifle is!
Find a good RFD to handle this for you, get them to hold the parts until they have a complete rifle, then get that added.
Failing that, buy a modular rifle system (Blaser) and take two aspirin every day for the licensing headache that inevitably follows!
And don't forget the proof issue.
Certain parts need to be proofed before transferred to an FAC holder and the added cost of making parts up to be fired and then stripped again is often prohibitive.
