I have a standard 12/24v plug in car battery charger that does normal and boost charging, will this be okay to charge a 12v 12ah battery for a pigeon flapper or will it be too much?

Normally ok on normal charge. The meter should show how many Amp's are going, in if its up to 4amps your all good. Just do it in a well ventilated area on a hard surface if poss.
