Cz 22 hornet overpressure problem

A classic over pressure sign is the primer coming away from the headstamp. If this is the situation with your cases. it could well be some very minor obstruction in the rifle chamber. This happened to a friend of mine's 243 - cause? - a piece of grass 15 mm long flattened against the side of the chamber.

A good scrub with a chamber brush is worth trying or better still a camera poked down to the chamber.
 
when it’s fired the bolt becomes really stiff to open and you have to keep trying to open it until it does eventually,so that’s why I think it’s a pressure build up inside the breech
Pressure signs don't go away after a few mins. If the bolt is stiff to open then it's stiff to open up until the point you manage to open it - it's down to mechanical deformation of the case and it doesn't suddenly become easy to open as the "pressure dissipates".

I think you need some professional help with this one and not go chasing something you've no idea about on your own.
 
My experience for what it's worth is the same as Henns, full-length resize with no problems, started to neck size only, and a few problems lifting the bolt, not every time though.
Call me old- fashioned but different cases will expand at different rates so some brass will “outgrow” a chamber faster than others so my long-standing method is try to chamber each fired brass before deciding whether to neck size or full length resize.
If the case fits and bolt closes/lifts comfortably then neck size (and if required case trimming) is all that is required. Any difficulties encountered whilst chambering confirms full length resizing (and if required case trimming) is required.
Simples.
