If you’re getting loose bullet to case connection then that’ll be the cause of your low velocity problem as the very fine powder clumps up really easily when exposed to moisture in the airI think I’ll email Eley to see what they say, I’ve certainly tried enough batches to draw a conclusion and this latest batch with loose heads needs to be brought to their attention. It is frustrating when you have a chosen reliable ammo and all of a sudden something changes to render it useless.
Never shot Winnie subs so picked up a box today to try.
These Fiocchi 38gr subs are made in England. And the box & label look just like Eley's, and the ballistic specs are the same. I’m pretty sure that different markets will have different sources of manufacture, same as lots of other types of products. According to Rimfire Central threads, US made Fiocchi subs are rebranded CCI Standard Velocity. So how is it the same as Fiochi?

Clearly made by Eley as there isn't another .22 ammunition manufacturer in the U.K. , well at least as far as I know. These Fiocchi 38gr subs are made in England. Interesting the last Fiocchi subs I got were 40gn. In a blue/black box and performed very well.
Anybody tried the Norma offering?
Yep their the ones I was using until the 38gn eley which have been disappointing. You would think Fiocchi would have done their homework given the unfavourable reports about eley 38gn before buying thousands or million of eley rebranded Fiocchi.
Using the Winchester 42gr subs in my 452, no problems.
Also used rem subs, cci hollow points and cci clean sub.
If your west midlands area happy to give a couple boxs of different ammo to try if you want
As I say, the white box Eley I’ve tried has been goodYep their the ones I was using until the 38gn eley which have been disappointing. You would think Fiocchi would have done their homework given the unfavourable reports about eley 38gn before buying thousands or million of eley rebranded Fiocchi.
But they consistently stay below the velocity that produces a sonic crack which is something you can't say about some of the other brands. The only thing I have found with RWS is they seem to have slightly less poke than an eley, cci or win. Though I do find them very accurate.
