FACs - ON LINE APPLICATIONS

Looking for some straight information on the above across the UK chaps so please read on…
The Police Service of Northern Ireland is the single body responsible for all firearms licensing currently in NI and applicants can only apply for an FAC and its various derivatives on-line. A lot of public money has been spent in the last decade to provide a purpose-built system to facilitate this. It has proven to be spectacularly unsuccessful to the extent that even straightforward regrants typically take many months and earlier this year firearms licensing problems were elevated to Command Gold status i.e. the Chief Constable was formally made aware of this. Whether related or not, our Licensing Branch closed down to the outside world for two weeks “while work was carried out on the system” - it is not known whether this has made any difference to outputs at this time though anecdotally it seems not. Meanwhile frustration builds in the shooting community and RFDs have the additional financial pressures of stock sitting for many months before they benefit from a sale. In this latter regard there is the added problem of RFDs having a limit on the total numbers of firearms they can hold - so the longer licensing takes the greater the number of guns held and the fewer the number of new guns they can hold to sell - not great for their business or indeed the shooting man!!
Enough of the background! I am intending to write to the Secretary of State about a number of unsatisfactory firearms licensing matters and would welcome some info on differing systems in use elsewhere in the UK. Key to this is the short-notice move to an IT-only system when seen against the backdrop that even now computer access is at 88% only of the NI population which raises the inevitable question about the fundamental ready accessibility of the system. Sooo grateful if you would simply advise whether your licensing authority also has an IT-based licensing system (most certainly appear to) and if so what if any are the alternatives in place for those without ready access to the Internet. Something as simple as:-
Licensing Force Name;
IT system - Yes/No; and
Other System i.e.- paper-based.

Ultimately it will come down to does the Home Office consider the current Firearms Licensing system to be fit for purpose. The inconveniences and challenges for the shooter and trade are of zero consequence in this regard.

Tell the general public that applying for a FAC is a protracted undertaking and they are afforded the comfort that the system is robust. To suggest the system is other than time-consuming and certificates are issued promptly would very likely be less well received by the average man in the street.

But don’t get me wrong as I have a very clear vision as to how the system might be improved including an enhanced approach to the controversial medical checks.

I note that you have used the term regrant rather than renewal several times in your recent posts, so clearly there are some quite fundamental differences between the firearms acts as they are applied to Northern Ireland and the rest of the U.K.

I can only comment with regard to the recent renewal of my own certificates with Gwent police in January of this year. I am not the most competent person with a computer and having read several reports on this site of the difficulties experienced by others when renewing online I really expected to be frustrated by the system myself and to walk away in a huff having been "timed out". I can honestly say that I was very happily surprised by how easy the online renewal process was for me even if the actual online form was not exactly user friendly and certainly needs some improvement.

I did cheat however and downloaded the paper forms and completed them in pencil having already assembled all the necessary information beforehand rather than start the form online and then run away to find out what the address of the landowner was, or what is the serial number on my .800 neutron super express blunderbuss or look up the email address of my quack.
None the less completing the online form took me considerably longer than the twenty minutes that they suggested, in fact probably closer to an hour. The main problem that I encountered was that I was unable to attach a copy of the medical report to the online form, but I overcame that difficulty by scanning it and emailing the scan to the firearms department separately.
Online payment direct to the H.O. was also easier than the nonsense last time I renewed whereby they had to phone me and get me to pass payment details over the phone.

So, in answer to your questions.

3. Or I suppose could be submitted in paper form if you are old school.
 
I am also with Gwent and renewed this year.
I did not renew online because I was advised of the need and timescale for renewal on paper.
I therefore did not try the online process but used the paper-based forms and information sent to me. I was advised to complete well in time (8 weeks minimum) of the difficulties with medicals etc. I did NOT have to include letters of authority, mereley the names of those and contact details who allowed me to shoot. Requirement for me to get a CR check was weird as Mentioned in a post before, the Police do not give details of speeding to their chosen agent for CRO checks.
I gained the impression that Gwent were using staff who had retired on an ad -hoc basis - this may be a completely false impression.

Overall process - still a little service-user friendly - if some aspects a little strange.
In the local gunshops, no obvious effects from licensing and due to reduced numbers of gunshops - with lead and old guns going down in value they have an almost perfect storm to manage through to remain commercial.

This may be of some help - looking at Police obligations under 'GOLD' - section2 is v. important in dealing with recovery - which is seemingly not happening in NI.

You will note the 'GUIDANCE' is non-statutory - it may be that you reflect that the CC's FREEDOM to do as he/she considers necessary (not follow guidance) is, in your situation, a get-out clause from on high.
NI has now been GOLD for months - where is the recovery plan who and how has it been communicated. Simply declaring ' GOLD' without a planned and communicated way out is criminal in my view.
I use to do a bit of emergency planning.

Functions correctly - Pretty much. Hard to fault when you consider the crap other forces seem to make FAC holders go through.

Asking for far more than my force asked for.

Thanks for your thoughts on this KB. NI has Firearms Licensing as a devolved responsibility so not the HO’s bailiwick. I agree entirely your point about comfort to Joe public but I cannot accept that a highly flawed system can provide that assurance - if it is so flawed how can Jp be so assured?

Much obliged 8 and thanks for the info. I am glad that you had a straight run through this process even though you had to do it pretty much twice! I gather “Regrant” is used to emphasise that nothing can be assumed when it comes to your FAC - sets the scrne nicely doesn’t it?

Time of issue on renewal pretty good.

Here in Scotland we can still apply either on line or a paper application on line seems to be simpler if you are computer literate which unfortunately I'm not my
Computer skills are limited to surfing the
net and basic e,-mail sending photos by e-mail causes me difficulty as does scanning. I'm not thick just old lol.
Here if applying on line you don't get an
F.E O. Visit ( if everything is in order that is) paper applications require a visit .
At least this in was the situation during COVID whether it will change in the future
who knows.
I am scheduled for a home visit for my next renewal on 2026 by which time I will be,76; whether I will be in a fit state to stalk by then who knows!
Let's hope so.
