HO guidance help?

I know is says something in the HO guidance to the effect that once a good reason to have a firearm is established then further reasons for possession should not be denied

Please can someone tell me which section of the guidance this is in please?????

Ie i have a slot for a rifle for target therefore the FLD should condition it is requested for legal quarry etc
