Emission rules, indeed make things complicated. We still have a 70 cc / 21 inch Alpina. Probably 30 years old , drinks more petrol than a cow can drink water, but more powerfull than our much bigger Stihl saw.
The same for cars. With modern cars the problems mostly start with the "green" parts.
