No it hasn't changed for the lending of rifles using the estate rifle clause, what did change was if the borrower of a rifle is 17 then the FAC holder must be 18 or over.
As has been said, 14 or over a person can apply for and hold Section 1 certificate.
Over 14 but with no certificate they can shoot at a HO approved club
Some BASC trainers have access to a HO clubs so we can and do train over 14 /under 18’s (about 2 a year) but as I say we can only offer this through those who operate at a HO club

Not quite right David the quoted text in bold red type is incorrect as there is no minimum age limit on being able to join and shoot at a HO approved club.
The BDS is a HO approved club so I guess under 18's without a FAC would be better going with them as it is less hit and miss if they can do the course or not.
