Perhaps a little off topic - but since some of the arguments in support of certificate applicants paying for medical 'reports' of one kind or another are based on comparisons to various licences (pilots', HGV drivers'), it is perhaps not unhelpful to air the reasons why certification to possess firearms might be seen as a different thing altogether?
