If I was to take apart/pull unwanted rounds with an unwanted charge in them, would I have to neck or resize them in any way due to them only having a bullet inserted and not fired.

Measure the neck before you pull then compare it after you have pulled.
That way you can see by how much the neck has "grown" just by the pulling of the bullet.
Definitely neck size them.
The brass has been stretched when you seated the bullet.
Putting another bullet into the neck without neck sizing will result in the neck tension being significantly less than it was for the first bullet and could result in a loss of accuracy.
I would say it depends how many you have to do, if the bullets are not sloppy in the necks just reload and use them as plinking rounds.
The bullets may be loose if the case necks are very hard and in need of annealing, as the necks will not spring back after you have pulled the bullet...were they crimped? But if not I would just reload and use them up.
One set of four I didn't bother to resize, I couldn't be bothered to remove the decapping pin for that number, the bullets felt fine when being seated and did not go in noticeably easier than normal, so I thought I would just shoot and see.
The velocity difference was slightly more spread than usual, and I may or may not have pulled one of the shots. The V2 notes indicate the version2 use!
Having reset the scope this was the tighter 5 shot group with the same load a few weeks later, in a tunnel range instead of open air, but by then I was 4 shots more experienced!
