Ok so assuming everything was working before changing the rings is the rail + or - MOA.
Try re setting the scope to zero adjust the scope by turning the turret until stop count the clicks in the opposite direction until it stops again by doing this you can determine the centre point of adjustment.
If the fails you may need to alter the rail by shimming the rear part of the rail alternately you may need to acquire an MOA rail.
Good luck I’m sure you’ll get good advice for other members you will achieve your goals eventually.
I have a 20 MOA rail available at £40 posted, should have you up and running.

4” @ 100yds is only 16 clicks off being parallel to bore (assuming MOA scope), do you have a tapered picatinny rail and if so, is it on the right way around?
Shimming - I would check everything else and exclude other issues (rail incorrectly fitted, rings not matched, rail or rings angled and incorrectly oriented etc etc) before considering shimming. Otherwise you may be correcting a weakness In your setup with another weak point/ variable (the shim)
Suggest you strip it all back to the action, put it all back together, double checking as you go, and get the optical scope on target before anything else. But if the rings are the “new addition” they’d be my first double check.

The trouble with shimming is that you are forcing the scope tube out of alignment with the centre line of the mounts, this could potentially damage your tube.
Some people go as far as lapping their mounts so that they are truly coaxial, shimming is the exact opposite.

I would agree and shimming would be a last resort if all else failed.
However my Bergara B14 which I no longer have came with a shim to be added if needed to be installed between the action and weaver rear base which I did with no ill effects on the scope.
I have a set for sale at £45 posted. The buyer has gone awol so happy to sell to you if needed. +10 and minus 10 inserts included so it will allow you up to 20 degrees of elevation up or down.

The Burris rings with the +MOA inserts are the easiest option that will not damage your scope but they are not cheap new. Not knowing what size tube your scope is or the mounts you have you could buy Hawke MOA scope ring shim inserts (no need for coke can DIY jobs. I have used them on airguns and .22 rimfire scopes that have excessive ballistic drop to great success and are about £10 a pair. You will need to make sure your mounts are comaptible and be aware of any ring bite from the ring caps.
Other than that buy a new angled +MOA rail. I would not shim between the gun and the rail.
