Ok so assuming everything was working before changing the rings is the rail + or - MOA.Meopta 3-12x56

I would agree and shimming would be a last resort if all else failed.The trouble with shimming is that you are forcing the scope tube out of alignment with the centre line of the mounts, this could potentially damage your tube.
Some people go as far as lapping their mounts so that they are truly coaxial, shimming is the exact opposite.
I have a set for sale at £45 posted. The buyer has gone awol so happy to sell to you if needed. +10 and minus 10 inserts included so it will allow you up to 20 degrees of elevation up or down.You need a set of Burris Zee Signature rings. They will resolve your problem.
