Rifle powder and primers?

What's the latest requirement for buying powder and primers for rifle reloading, do you still have to produce your FAC?
Just need to keep up to date!

The 2006 violent crime reduction bill made it that metallic cartridge primers must be sold by an RFD face to face and only if the FAC has the appropriate caliber for the said primers. So you cannot buy large rifle primers if you only have a .223rem for example. This does not apply between private individuals, so you can buy them from your mate with no restrictions.


ER2014, HSE explosive regulations 2014 introduced the requirement to acquire smokeless powder that the person must be the holder of a shotgun or firearms certificate.
The RFD must see the certificate before selling the smokeless powder and record the details as per ER2014 record keeping.

To comply with Heath and Safety Explosive Regulations 2014 (2014 No.1638) to acquire smokeless powder the person must be either:-
(1) hold a firearms certificate granted under section 27 of that Act; or
(2) hold a shotgun certificate granted under section 28 of that Act; or
(3) hold a permit granted under section 17 of the Firearms (Amendment) Act 1988 or (4) registered as a firearms dealer under section 33 of the Firearms Act 1968.

Never fails to amaze me that this is not common knowledge with shooters and gun dealers, given they became law in 2006 and 2014 and ignorance of the law is no excuse in the eyes of the law.
