Does anyone know who would originally have used a 'scope like this one, and what they'd have used it for?

4x36, 26mm tube, Ret looks like No.8
'Elevation Correction' turret is calibrated from 1-6 with increasing intervals. I'd guess 100-600m for some specific round and rifle - most likely 7.62 NATO?
The windage turret is labelled 'Azim. Correction' and 'I click = 2cm at 100m'. However, it lines up with '10' at four clicks and '20' at eight clicks in each direction. Odd.
To me, it all looks a bit late '70s sniperish - which would explain why I can't find anything like it in retail catalogues.
Info welcome!
