S1:S2 It has already started

Chatting at a party last night I came across two people whose 16yo has been flatly refused a S2 by West Mercia. Reason given “too young to NEED one, come back when you are 18 or 21”. I recall from the chat I had with my West Mercia FEO on recent renewal that he waffled something about new applicants have to prove they had done much more than simply wanting to have a go on the clays. Whilst there may be a little merit in this (not much though) I can’t help but think its a done deal re S1:S2 and the blob has already moved on to whatever its urban bigotry decides in next.
 
It’s starting to sound like some FEOs are making it up as they go along again and that’s never a good thing
We had a bad spell of it here in GMP a10 years back with a couple of new people in the job
My renewal is due in June and I’m already thinking they are going to be awkward on some of my stuff this time even after 40 years of having a license

Its normal for Hants FLD, I stand my ground on compliance with what the Firearms Act actually requires and it does lead to months of argument before they capitulate.

Buying appropriate legal expenses insurance before sending in a new application or a renewal seems to be a wise precaution these days.
 
as a father with a 15 year old son who is adamant he will one day be a gamekeeper,
he now wants his own shotgun cert, i know on here this will be controversial in regards to FEO making stuff up blah blah blah..
but BASC has allot of online E learning courses available for free, i got him to do as many as he could and print off all certificates, they dont count as official courses, but in my opinion for teenagers it helps to show your willing to sit down, study and learn.
then when the time comes for an application to go in, pass the training certs with it.

Hants FLD were pretty dismissive about my DSC1 & 2, hope that your son has a better experience. If he can get out and do some clay shooting that might help too.
 
I think that’s individual FEOs or FLMs (unless there’s something we don’t know about these lads and that’s just a cover).

I had a chat with my new West Mercia FEO and the issue of good reason and SGC came up in that, and his understanding was as per the HO guidance.

One thing to consider with these is whether they applied or were told not to. As much as it may be sensible to ‘test the water’ there’s no comeback on the FEO if they say don’t bother. If it’s an application, they’ll know that a refusal can be appealed, so need to be a bit more ‘on the ball’ with their approach.

Not correct and should be challenged. And if further awkward responses from the licensing authority, you lodge a formal complaint via Professional Standards (this is a very effective tool proven from my personal experience).
 
Although I signed the petition all this won't bother me I've just renewed and probably make it my last one just stick to air rifles
I must admit that this is probably me as well in 2030, providing the estate Rifle rule is still in place, as I don’t own my own land.

The “right” to an SGC is poorly drafted legislation. I can’t think of any good reason why a child should be granted one - there are better ways of enabling youngsters to learn and shoot safely, under supervision.
 
It took my youngest daughter (19 years old at the time), a year to get an S2, in 2023.

FEO wanted 2 references, not just one. Her application was put on hold until she could provide proof of safety training, even though I assured the FEO she had been out with me, and when granted, all shotguns had to be co-owned by me. FEO wanted independent proof of training and safe shotgun use (fortunately, I had given her some lessons with an instructor for clays as a present in the previous year), and FEO followed up with her instructor to confirm she was safe.

My daughter is mild and well mannered, nobody in our household as ever been in any bother at all, in her 2nd year at Uni at the time (doing Biomedical Science), great school reports, no medical issues. I have lots of permissions for land she can shoot real pigeons on.

I realised this is well beyond what the regulations say an FEO should do, in fact no different to a Firearms Cert application, but in her case, the simplest path was to comply and provide the things requested. It is a sign of the times and a harbinger. The FEO involved is one who actually knows about firearms, a nice breath of fresh air. I don't imagine there is much misuse of legally held firearms on his watch.

Hopefully FEOs do not let any migrants have firearms of a shotgun unless they can provide a life history that can be substantiated, but I would not hold my breath on that. If anywhere, that is where the law needs tightening up. I do worry about the 24 year old, who claims he is 15, from Syria / Somalia / ... , getting hold of firearms: we have imported an army of fighting aged men, who don't wish to fight for a better life in their homeland but wish to continue their ways here - this is the real powder keg in the UK that the law needs to sort out.

If, as we are told by the media, they all ditch their passports prior to UK Border Force giving them a lift from their dinghys into the UK, one might hope the apparent current tightening of grants by the FLO would result in an instant refusal upon receipt of any such application.
