How come AVTUR is so cheap ... and will my Defender run on it?

IF and it's a big IF electric vehicles are the future. There would need to be a huge coordinated nation wide construction scheme to upgrade the existing distribution grid.
Additionally a similar sized or even larger construction scheme would need to run alongside the above. To build enough additional electricity generation to meet the required demand increases at the same time as replacing the existing power stations set for closure between now and 2030.
You will need shovels in the ground on a large scale nationwide NOW to have any hope of making 2030. The fact that it is not happening, nor even in the planning stages. Suggests the 2030 petrol and diesel sales ban will be kicked into the long grass and forgotten about. As the financial, practical, logistical, raw materials, timing, political will and know how to make it happen evaporate in the cold, hard face of reality.
