Variation for adding additional higher calibre on open certificate

Hopefully not asked before, but I aim to add .308 as a stalking caliber to my certificate this year

I have 22lr and 223 and have open firearms certificate.
Having had a chat with FEO, he asked what land I have and when checking and feeding back to me, he reports it is only cleared to .243

For .308, he advised Dsc1, (which I plan anyway) , suitable land or evidence of paid stalks.
Don't really have any issue with requirements , but was under the impression that my open cert meant the land piece was not important?

By "only cleared to 243" I wonder

Is that because they were only asked for clearance in relation to a .243 previously
Or

The were asked for some smaller calibre but gave blanket for up to 243 as shorthand for "smaller CF calibres"

Or
There is some highly specific reason why a 308 would be completely unsuitable where a 243 would not. In which case what's that then?

It really is about time FEO's were trained to do the job they are employed to do !

Although he had my details, we never discussed status of certificate, which afterwards made me think

Ask the FEO for the different requirements between 308 and 243?
