WTF - Doggy Play Park Fencing - Requirements Creep?

Just seen this in a FE invitation to tender:
  • Removal and disposal of existing chainmail fencing surround dog park.
  • Main Park Area Installation of approx. 336m of fencing around perimeter of dog park 2m high galvanised mesh (5cm x5cm holes) to be used above ground Installation of metal posts 2.4m spacing, concreted at least 40cm deep.
  • Fence needs to be deer proof.
  • A secondary run of 1m high mesh to be installed, buried 40cm in ground, in order to prevent badgers.
    • Trenching for secondary run to be dug, backfilled with soil & grass seeding as required.
  • 1 single pedestrian gate (1.2m wide) including posts
  • 1 single vehicle gate (3.4m wide) including gate posts
  • Inner Secured Dog Area Installation of 48m of fencing to create sectioned off (puppy/nervous dog) area inside newly fenced dog park
    • 2m high galvanised mesh (5cm x5cm holes) to be used above ground
    • Installation of metal posts 2.4m spacing, concreted at least 40cm deep.
    • 1 single pedestrian gate (1.2m wide) including posts.

A couple of these areas near me and the investment is worth it. They aren’t even manned . Online booking and unique gate codes.
 
But looking for Jesus Christ in Richmond Park next video that came up was this. I find Johnny Carter sometimes most interesting. Being myself tall and having had, briefly, a twenty-five inch gun that was a Spaniardv I shall watch this with interest.
