Why the UK legal minimum is .240 not .243.

There are 100gr expanding .224 bullets which could be legal and accurate in an appropriate chambering and twist.

224 Valkyrie and 220 Swift could be a starting point.

But more currently, 100gr bullets have been made for 224 Valkyrie. Federal seems to have changed to 90gr and I'm not sure who else has been making 100gr. I think you'd need something like 1-6" fast twist barrel, and bigger cartridge than Valkyrie. And it would be inferior to larger diameters in every way. I guess same would go for lighter non-lead (if Scotland drops the weight requirement to 80-85gr) since they're also long for caliber and require fast twist.

You are confusing nomenclature with one of two diameters

I'm not confused. 'Nominal Calibre' is 'Named Calibre' aka Cartridge. You didn't have to do Latin at school.
Seriously though, I think using 'cartridge' in the wording of legislation would have caused all sorts of legal confusion.

Quoting calibre in any legislation is pointless unless you specify land or groove
Quoting cartridge in legislation when they mean calibre equally confusing.

Numerous cartridge names don’t match their actual diameter
I personally think the whole tripartite Scottish approach and even the bare bones of the English apparently are fundamentally flawed!

We had a customer with a 9.3x74r and he couldn’t shoot red deer with it as it wasnt deer legal!!!
Now clearly this cartridge can flatten Land Rovers but the law decides it isnt going fast enough…..

I don't think that some of the dangeroud game cartridges are deer legal either. Make of that what you will.

Perhaps the definition should work on energy at about 100 - 200 yards and not get too tied up in the rest. I do know for example in the Bechuanaland/Botswana of the late 60s a 22LR was worth silly money because they could not be imported to reduce people going poaching with them and wounding biggish stuff.

So if you made a .22 centrefire that could fire a 100gr bullet at over 2807fps, you could use it? Why haven't I heard of anyone trying?! I mean it's not the most practical idea, but I'm the sort of person who would want to just because...

Theres a couple that run that very spec very close, 5.6x57 features a 74grain bullet at 3380 and there was a 5.6x61 Vom Hofe that added around 200fps to that. The Vom Hofe is not loaded anymore but you should be able to find a 5.6x57 easily enough.

Funnily enough there was a 5.6 x 61 VH in an auction recently, for those who wanted to experiment. Probably a bit of a barrel burning experiment as well.

I don’t think ammunition has been produced since the mid 90’s, from memory it launched the 74grain bullet at around 3,700fps.
I knew one guy that had one, ammo was about as easy to find as a leprechaun’s hoard.
