Surrey and Sussex "Liberal" condition?

I recently moved from Kent to Sussex. In Kent I had .22 on an open condition, and .243/.308 on closed conditions. After I transferred I realised Sussex had "closed" my .22! Apparently they did this to simplify things because they don't like having complicated conditions on certificates!! Anyway I am waiting to hear back from my new FEO about opening my ticket completely, since that's the way they seem to want it, but in the process I've been told that Surrey and Sussex have open, closed and "liberal" conditions, and wondered if anyone could explain what a "liberal" condition is.
 
Possibly what some licensing forces used to describe as a “semi-open” conditions:-

Closed condition - holder restricted to named land only.
Semi open condition - holder restricted to land deemed suitable.
Open - land over which the holder has lawful authority to shoot.

Worth checking your current FAC carefully as some Sussex FAC holders have complained that they had the word “practice” removed from their conditions.
 
You have changed address, as them why they changed your conditions? Was it evidenced based, no evidence no change.
I asked about this and they said they were trying to "minimise complicated conditions on certs" to keep things simple! Well thank you, I said, because now I can't use my 22 any more. Hence my conversation with them now about opening it all up. In the end the net result will be that in order to shoot rabbits on small perms I have that are not "deemed suitable", they will have to open up my centre fire rifles, which doesn't seem like a desirable outcome for the constabulary.

Interesting - I have always understood closed to be "land deemed suitable". That's what's I had on my cert for my centerfires in Kent, and now for all my rifles in Sussex. I think they would describe that as closed. Hopefully they just give me an open ticket and it won't affect me, but If I ever do find out what this means, I'll update below!

Closed ticket, for deer when accompanied by my named mentor, or AOLQ subject to suitability of calibre, or on bought days, or as an accompanied guest, or in the company of a cert holder with the appropriate liberal condition, and zeroing on ranges or land deemed suitable by the chief

Just think of the ink they could have saved!
 
For West Mercia, 'Closed ' means the firearm can only be used on land deemed suitable, so it has to have been inspected by an FEO and viewed as safe for the calibre requested. However, you may also need to show the need for a calibre e.g. if the permission is only for vermin, they may only clear it for up to .223 even if it is safe for .308, because you don't need it cleared for .308 'cos you don't have permission to shoot deer! We have recently managed to get a few new permissions which has meant that our FEO is having to criss-cross half the county and peer over hedges looking for enough landscape to use as a backstop! If the land was cleared some time ago for a smaller calibre than you want to use e.g. cleared for .243 and you have a .308 (and you have permission to shoot deer there) they don't have the man power to revisit so won't reclassify the land, meaning you can't shoot there until you have an open ticket, or apply for a variation for another rifle.

Because you are a new FAC holder, according to your previous posts.
 
I am in Surrey/Sussex area, they have always seemed ok to me, I have my renewal in at the moment, they admit they are backlogged, gave me an extension straight away, before expiry to buy ammo etc.

I’m sure they are fine, barring this unexpected change to my condition and hopefully they don’t see any issue with opening it now that I’ve explained my situation, experience etc. They do seem stacked - my feo said he deals with thousands of licence holders, hence I’m asking about it here because I don’t think I’ll get a quick response from the feo.
