Not really after a speed as such, just a load that’s consistent and accurate for gong bashing out to 750-800 yards. 👍🏻
Your statements contradict each other. If you are looking to be consistent and accurate at 750- 800 yards you are going to need a certain level of velocity to make up for the low ish bc of bullets in that calibre. Like I said, I would be looking to add at least a couple of hundred fps to your velocity, if you were only shooting 300 yards it might be different
 
If you want to be consistent and accurate at those distances with any calibre, you also need to be able to read the wind, and have consistent neck tension.
As for 223 MV's, I shoot both 73 and 80 grain bullets at 2900-2950 fps. Any faster and the groups open up. The 80 grainers have given decent results at 1000yds at those MV's on flat calm days.

It wouldn’t be a 1000 yard gun, I shoot regularly longer range - just not with 223, so the wind part shouldn’t be an issue. 👍🏻

I don’t think they do, higher velocity is not a guarantee of consistency or accuracy, low ES would be consistent, and maintaining the supersonic velocity, but that could be the lower end of the velocity scale.
 
As has been said, the 75gr ELDM are a much better option, in a 24” 1 in 8 barrel I’m pushing 2790 fps

I think I’d struggle with N140 to get that, seating to max mag length at 24.5gr I get 2735fps out of my 20” barrel and that is a seriously compressed load.

But if he has the velocity to still be supersonic, then shooting at that range wouldn't be an issue and there would be no stability issues with the bullet... It's the same as sending a 308 out to 1400, providing it's supersonic, it's just math to deal with the rest
