No if I sell a firearm or moderator and want to replace it for another I have 7 days to resubmit my FAC for a 1 4 1 variation is submitted after the seventh day then a fee would be payable for the variation.
NB not the purchase of a firearm/ moderator

An empty slot will remain active and usable until your next renewal, unless filled before then. So potentially best part of five years.
So once your 141 has been approved, and you've got the empty slot, it's up to you when you fill it.
If it's still empty when you next renew you can apply to retain it, if you can still justify it.
i may be misunderstanding you and the OP, but think the OP is saying if you dispose of a firearm or sound mod you obviously notify them within 7 days of the disposal and then only have 30days to apply for the free 1:4:1 to add a slot for a replacement, after that they are saying you need to pay for a variation.
No, he said you must make your purchase within one month. Which is incorrect. There may well be a time limit within which you must apply for the 141 after disposing of the old firearm, but once the 141 has been granted and you have an empty slot, you most certainly do not have to acquire a new firearm to fill it within one month.

Friend called me today to ask how you pay the £47 variation fee using the QR code they send you.
He told me he sold a firearm 6 weeks ago and thought he could do a 1F1.
That’s when they told him he had only one month from selling to buying as 1F1.

Making up their own rules, methinks.
(But he may well have left it to late to apply for a free 141 to get the empty slot. I'm not sure of the timescale on that).
I'm not sure about whether there's a timescale in which you have to apply for a 141. I suspect there is, but I don't know.
But I am certain that there's no timescale on filling the empty slot once you've got it (within the life of the certificate).

Went back to my buddy and his Firearms Officer confirmed they allow one month from disposal to applying for variation.
He did say this is a recent ruling as in the past they didn’t put a time limit on the period between selling and applying for a variation, hence his surprise when asked for £47.
