CL55 Police Notifications - Gloucestershire

Further to the thread here (which sadly has morphed into yet another rambling general discussion) I have been notifying Glos Police of my intention to Night Shoot in their Force Area under CL55 by using this Contact Form. You automatically receive an email after submission with a unique contact reference number but that's all I have seen or heard to date. This morning, having previously notified them of my intention to night shoot 2 areas tonight using this form, I received a call checking on the details as I had stupidly :doh: failed to change all details in my cutting and pasting of the text from a template that I hold on my PC.

Seizing this opportunity, I politely questioned the caller as to whether this was the best means to advise them under this CL55 requirement, whether it was actually needed and what they do with them. I was pleasantly surprised to discover that yes, they wanted these notifications, that this was their preferred means of notification and once received, an Incident Number is generated on their system and if challenged, the unique contact form reference number from the email should be provided as it directly links to the Incident Number. This is the standard template I have been using (others of course are available):

NOTIFICATION OF INTENTION TO CULL DEER AT NIGHT UNDER NATURAL ENGLAND LICENCE (CL55)
I, NAME (DOB: DD MMM YYYY), a Firearms Certificate holder under Constabulary Force (FAC NUMBER), am registered and authorised to kill deer at night by Natural England under the CL55 Class Licence (DNSL ZZZZ) and, in accordance with Condition 7 of that licence, hereby give notice that I intend to stalk the following land that I have the owner’s written permission to stalk (F646 signed), after Sunset on Day DD MMM YY, with the intention of culling fallow and muntjac deer.​

I have just submitted mine through West Mercia who only contacted me on my first notification but not heard anything on further ones. I have however taken your template to save me having to type it all out again in the future so thanks for that.

I wonder if this sentence could be altered to include a block of dates (IE the whole of the fallow season?)

Condition 7 is somewhat ambiguous over whether we need to inform of specific dates or just the form that it would be happening more generally (in my optimistic reading of the wording 😂)

Sadly, whilst not explicitly detailed above, the advice was that a separate notification was required in each instance. Should this become routine, I would similarly hope for a more pragmatic date range but doubt we'll get it.

I'm also in Glos, where did you get this information from? As it's not clear in the CL55 guidance.

I'm not a lawyer, but in law nothing should be grey, so reading this purely black and white I interpret this as the following.

CL55 does not state what we have to inform the police of all the information in your template email....

Condition 2 specifically states we need to provide DSNL registration information to any police officer: "...any time for inspection by Natural England or any police officer on demand." No need for car registrations, make, model, colour etc, Additionally the control room civilian staff can't demand your DSNL number. If a police officer wishes for this information then technically they can't force you do so so over the phone or email as have no way to validate and verify their identity, the same applies to condition 6.

Condition 6 specifically states we need to provide the site notices and maps to any police officer: "You must also provide these for inspection by Natural England or any police officer on demand." The control room are civilians managing phone systems on behalf of the police, they are not a police officer so why need to provide it to the control room?

Condition 7 states at least 24 hours before any night shooting: "inform the local police and relevant firearms licensing authority at least 24 hours before any night shooting" So as far as I'm concerned we should be ok in letting the police (i.e. control room) at the start of the season.

They needed someone to go over this with a fine tooth comb before release to iron out these technicalities.

Quite as there will be people who own/work/live on farms who can just walk out their back door down the track and shoot deer under this licence without a vehicle being involved. You might come back and get the gator but the deer has been shot :coat:

I suspect the interpretation of this condition will be wide and varied!

My intention was to inform them on 30th July that "I am providing notification that night shooting will be occurring on the following site ref. XXXXX under CL55 between the dates of 1st August 2026 and 30th April 2027. My DNSL registration number is YYYYY".

I don't think that is the intent of the condition but it doesn't say you have to inform them on every occasion.
