Reaching the 4000fps is possible with 32gr pills however it'll be taking it to the cusp of not being good for barrel,brass life & if you get a string of shots going you'll be frying eggs on the mod.
In my experience the 32gr is maxed out @ 3900 & the 39/40grs pushing along steady @ 3700fps.

I have just had a custom 204 built by Dave Wylde of Valkrye rifles. 26inch barrel, 1:10 twist for 39grn BKs. Shoots 32gr factory hornady as well.

I had a few 204s . Some 1/12 twist barrels will shoot the 40 grain bullets and some won't. But they all seem to shoot the 39 Sierra ok.
If your getting a custom barrel you may as well get a 1/10 or 1/11 twist barrel so that you can shoot the 40 grain hornady as well.
My current 204 has a lothar Walther 1/10 twist barrel and it will shoot anything from 32 to 55 grain bullets accurately but i just use the 39 Sierra most of the time.
As for barrel length a longer barrel will give more velocity. Mine was 26in but I got it cut back to around 23.5in. Some guys use 20in barrels and get on great with them.
A 26in barrel is very long once you put a moderator on it.
I am getting 3750 fps with the 39 grain Sierra.
