Currently just idle speculation, but…

… is there a cartridge that will get you somewhere in the region of 2850 - 2950 fps with 150gr from a 20” (or even an 18”) barrel.

I may be revealing a lot of ballistic ignorance here, so be gentle…
 
You can get close to that with a .308 from a 1/10 twist to get it spinning. Some of these modern powders are very good.

But if you want to really get a shift on then do a 300WM.

The amount of money and effort required to acquire a rifle chambered in this along with ammo, (or reamer, brass and dies) would make it quite the project...
 
Worth a look at RWS short rifle ammunition in the .30 cal‘s.

I can’t recall the exact figures, but with an 18” .308 win I get approx 5 fps under the velocities stated on the box of the 139gr short rifle ammo. It’s seriously effective and accurate
 
These new factory loaded so called "short rifle" ammo could do that. RWS Evo Green Short Rifle 139gr 308 is advertised to archieve 2950fps from 500mm (19 some inches) barrel.
Not so sure that average reloader could do it though. These are often done with 2 or even more powders mixed I think, so not something I would ever try on my own.
With magnums or even 30-06 loaded hot could do it, but it is going to be super loud and muzzle blast and recoil is going to be something different than easy to shoot.

I was getting 3400+ FPS out of some 150 TTSX loads at max pressure using RS60 with my WSM on its previous 24” barrel, I have no doubt with RS60 and a 20” barrel you’d easily make 3000+ FPS with a 150 grain bullet.

Good old 308 will do the trick as it is way less sensitive in velocity terms to barrel length shortening than the likes of a .243. For example, I have a Sauer 202 with an 18 inch barrel that generates approx 2500fps with 180gr bullet on top of a mild load of 42gr of RS52 powder. With a lighter bullet such as a 145gr or 150gr and a bit more powder (such as 44 or 45gr RS52) it would reach 2800fps without much difficulty. Going higher than that would be more challenging.
 
As others have already mentioned RWS now producing "Short Rifle" Ammunition where they are using fast burning powder to get "normal" velocities out of short barrels being used with moderators. RWS .308 Win. Short Rifle HIT 9,7g | RWS Ammunition

Whether that Short Rifle ammo is imported - I think our importers have just about caught up with the fact that rifle ammunition has a brass case and is self contained, and we don't use black powder and ram rods.

There will also be a lot of developments in the US where short barreled semi automatic carbines are the tools of choice in military, and want to be military. Most are running 16" barrels to give a short compact rifle whether in 223, 6.5 CM, 308 etc. New 277 Fury takes this to the extreme.

The other point is that larger calibres you will have a bigger base with more surface area which equals more force for acceleration, and for the same weight of bullet, less area in contact with barrel walls = less friction, thus overall more initial velocity. Things like the 338 Federal get pretty high velocities out of small amounts of powder. Flip side, is lower BC, thus energy lost down range. If you want to shoot long skinny bullets, then you either need lots of pressure, or longer barrel with a slower powder burn to get the velocity.

Of course the other way to get nice short rifle is to used a nice and short action design, like a break action or single shot.

My last 308x20" barrel gave me 3160fps with Hornady 110gn v max.
26??fps with a 170gn bullet but I did not push it any harder when each one was wanting to go down the same hole etc.
