Advice please new tier one picattiny rail

Hi lads
looking for a little knolage on my 20MOA tier one picattiny rail I have purchased direct.
I have recently fitted this to my rifle and noticed the +20moa tapered rail seems to run the opposite way to what I would expect.ie rail tappers down low to front of rail witch in my mind is the wrong way around. The action I have fitted this to is a long action rem 700. Could this be to do with the action?

It's correct, the highest end is at the rear of the rail.
