that's the salient point surely ? Only when all police misconduct payments come directly from the pension fund, will older wiser coppers police the behaviour of younger more, er "inexperienced" coppers.

I wonder if the type of person who will be willing to put themselves in seriously unpredictable and dangerous situations like the police do, is also the lillie white character everyone expects them to be. Not everyone can run towards danger? Not an excuse, just my thoughts.
