Could anyone ID this ?

Whilst stalking yesterday I came across this in a field. It was attached to a red, fabric 'parachute' the size of a dustbin lid (diameter), and trailing a 'fringe' of latex type material.
I am assuming some kind of transmitter, but for what ?

I have found a couple exactly the same, some years ago now.
I've always assumed they were something to do with weather forecasting.

Weather balloon.
Sometimes they want them back but usually just put to small electric recycling
They turn up all over and I can't believe they just throw them away

If you Google the name Vaisala it comes up as a company that manufactures Humidity testing products etc

I'd wrap it in tinfoil and put it in a bucket of water. Can't be too careful, you know
