You can just imagine the discussions in council meetings:-
It can't be lifted manually (health and safety) therefore we will need to hire in a special winch.
We will need to kit out the operatives with PPE to prevent personal contact.
We need to get a priest in to say a prayer.

I’m surprised they didn’t erect a screen to shield the road users from the carcass and then have a sign at either end asking people if they have been affected by what they just drove past (with free counselling provided).

If this is true then someone in the highways department should definitely be looking for a new role.
 
Looks like a jobsworth decision rather than anything political. Lefty public sector staff have made it pretty clear that they don't want to cooperate with Reform councils regardless of the democratic process.
And that is it in a nutshell.
Despite the Punch and Judy show in which the public may pick a side the establishment and civil service do as they wish behind the puppet box.
Democratic or not but looking back at the audience from the puppets the public all sit there gazing at the show with open mouths....
