I've never bought ammo in packs of twenty with a seal on it, just flap closed over and tucked in.A shooter traded in his old rifle and handed in all his ammo as he is swapping to a different calibre. He put all his ammo into various boxes, and they have now passed onto the OP.
If you buying and paying full factory ammo prices, make sure the seals are still on the boxes and unbrocken. .
Are the bullets the same?just going through old part boxes from new to me rifle, and noticed maybe why hornaday didn’t group too well.

What brand and from where. Certainly any factory that I have ever bought has some form of sticky label across the flap to the box sealed / closed. I mostly reload and all components from bullets, primers and powder also have seals on them.I can't recall ever having any sort of sticker on any of my ammunition bought other than bullets.
I bought 60 yesterday and no stickers.
I have just bought some Federal, PPU and Remington ammo and neither had stickers, just the usual flip lid.None of the federal I have bought in the past has had seals/stickers

The primers in the Hornady cartridge look different colours. Could be a mix of factory and reloaded ammunition.hornaday didn’t group too well.
