Foot and Mouth....LATEST! (Thurs 13th - 19.30)

General Licenses have just been issued to carry on stalking as of now....... This is the email being sent out by DCS in Scotland. I've checked the Defra website and it covers England and Wales too..........

Restrictions preventing the movement of deer carcases in Scotland following the case of Foot and Mouth in Surrey have now been lifted with immediate effect.

Whole or parts of a deer carcase can now be moved.

However, conditions apply to the movement of carcases as follows:

Any person transporting a deer carcase must:
- 1) Do so in a drip proof container or vehicle
- 2) Clean and disinfect the vehicle as soon as possible after unloading.

Restrictions to the number of people who can go stalking still apply as follows:

A maximum of three guests accompanying estate staff to shoot deer can be done without a licence. Shooting in larger groups can only be carried out under licence and licences are not currently being issued.

Sorry stand corrected.....I was led to believe it was for England and Wales too but apparently Deer Initiative who are advising Defra have yet to go down this line......but what this space!

Dear Phil

You are correct that stalking is generally prohibited but there are exceptions which are outlined in schedule 7 of the 2006 order. I have quoted these below.

In effect, outside of the surveillance zones i.e. the rest of England and Wales, you can stalk deer in small parties but cannot move carcasses(including trophies) from the premises and therefore not along public roads.

The restriction on carcass movement has recently been lifted in Scotland.

The England/Wales restrictions will remain in place until declarations are made, slowly relaxing the restrictions. It is not possible to give a timescale since the decision is in the hands of the vets and the minister. In the August outbreak things returned to normal after 6 weeks but that is no indication as to the time it will take now.

Control of carcases in a restricted zone

4.—(1) No person shall move any carcase of a susceptible animal (other than the carcase of an animal slaughtered for human consumption or the carcase of an animal suspected of having contracted BSE or scrapie intended for disposal) from premises in a restricted zone other than a slaughterhouse except under the authority of a licence granted by an inspector.

(2) The carcase of a deer which has been culled shall not be considered to have been slaughtered for human consumption.



Control of animal gatherings and gatherings of people in a restricted zone

6.—(1) Subject to sub-paragraph (5), no person shall—

(a) hold any animal gathering which includes susceptible animals in a restricted zone; or

(b) hold any gathering of people on premises in a restricted zone in connection with the sale

of any susceptible animal kept there at which more than two people (other than the owner

or keeper of the animal and his representatives) are present,

except under the authority of a licence granted by the Secretary of State.

(2) Subject to sub-paragraph (5), no person shall hold or take part in the following activities in a

restricted zone—

(a) hunting any drag or other trail; or

(b) stalking,

except under the authority of a licence granted by the Secretary of State.

(3) Subject to sub-paragraphs (4) and (5), no person shall shoot deer except under the authority of a licence granted by the Secretary of State.

(4) The occupier of any land, members of his household, persons employed by him as beaters

and any member of a shooting party of not more than three persons authorised by him may shoot

deer found on that land.

(5) This paragraph does not apply in any part of a restricted zone which is also part of a protection zone or surveillance zone.

IN ENGLAND:
The Secretary of State declared that from 14:50 hrs on 12th September 2007 England is a Restricted Zone in which the measures in Schedule 7 of the Foot and Mouth Disease (England) Order 2006 (S.I. 2006/182) apply
• stalking and shooting of deer is prohibited without a license granted by the Secretary of State:
o However the occupier of any land, members of his household, persons employed by him as beaters and any member of a shooting party of not more than 3 persons authorised by him may shoot deer on that land, without a license.
o Within the Restricted Zones Schedule 7 to the Act (Para4) prohibits the movement of any deer carcase from the premises on which it was killed.

The following guidance is only relevant to a RESTRICTED Zone.
IN ENGLAND:
1. Treated and untreated carcases of deer killed for human consumption can be moved off the premises of origin for movement to the game larder and/or a Game Handling Establishment (GHE) and from any premises through the usual wholesale/retail premises as necessary to the end consumer. They may NOT be exported. This guidance will appear shortly on the Defra website.

In the Restricted Zone



Treated and untreated carcases of wild deer killed for human consumption can be moved off the premises of origin for movement to the game larder and/or a Game Handling Establishment (GHE) and from any premises through the usual wholesale/retail premises as necessary to the end consumer. They may NOT be exported.



In the Protection Zone and Surveillance Zone

Movement of wild and farmed deer carcases for human consumption is prohibited.



In the Restricted Zone, Protection Zone and Surveillance Zone

Carcases of wild and farmed deer, and any part of a carcase including trophies, not intended for human consumption cannot be moved off the premises of origin, without a licence, unless they are to enter the Fallen Stock scheme in which case there is a general licence available on the website (see Fallen Stock). This general licence is only applicable in the RZ, not the PZ or SZ.



Although Scotland has issued a licence for movement of deer trophies, this is not valid in England and cross-border movements into England are prohibited.

Another outbreak near Egham!
Apparently deer or Canada Geese maybe to blame. So why hasn't DEFRA got a Deer stalker to go in and shoot some deer and see if they are carrying F&M? And why Canada Geese, why not badgers or foxes or starlings?
Its all Boll-acks! They are spinning the story to take the blame away from the lab that released the strain. Deadly diseases washed down the drain? Come on!

That Debbie Reynolds has let herself go a bit too! I used to like her films!!

Tika, as per the post on the 17th Sept, movement of carcasses off the premises should not be a problem in Leics. Worst case would have been leaving the beast for the tenant or land owner !

thanks for the phone number morena.i spoke to them yesterday and the duty vet said its ok to go out as long as there are no more than three of you out at once and you can take the deer with you as long as you have no livestock on the property you move it to.roll on next saturday morning
