Now that one is a bit of a stich up from what I hear.I did email the woodland trust a while ago enquiring about leases etc- was told - they use existing contractors who use people they know so very unlikely to be successful.

To be fair to FE (and other Gov departments) the last tender request I studied were explicitly clear on the requirements and the weighting that would be applied. True, that if you are not a regular bidder or familiar with related procurement work it can be a little daunting preparing your response but from my perspective it was clear and straightforward.
