Forestry Commission Deer Management License Tender Link

My understanding is you have to know the right person...........
Your understanding is incorrect. It's ran by the Procurement dept. not Wildlife Mgt. It is based on a points system, a WRM couldn't award it to someone they 'know' even if they wanted to/didn't value their job.

All contracts are published on a freely available public website as per above.

I did email the woodland trust a while ago enquiring about leases etc- was told - they use existing contractors who use people they know so very unlikely to be successful.

Now that one is a bit of a stich up from what I hear.

A points system which if you know people involved you'll have a insight into what you need to get the contract better than your average man

To be fair to FE (and other Gov departments) the last tender request I studied were explicitly clear on the requirements and the weighting that would be applied. True, that if you are not a regular bidder or familiar with related procurement work it can be a little daunting preparing your response but from my perspective it was clear and straightforward. In the attached for example, Section 7 clearly describes the weighting that will be applied during scoring.

That's obviously the WT and not FE which was the subject of the post.

I know that wasn't the case with WT under the previous Head of Wildlife Mgt (who was ex FLS) but seems thinks have changed. Of course they might have meant to say: 'we use contractors from our existing roster and review that roster every X years.'

Looked at tendering for a block not far from me - a friend has a couple of leases elsewhere in the country & was happy to help me fill in the bits that made my eyes glaze over. However, the thing that ultimately stopped me was the cull target for what was in effect woodland that was open to the public to roam where & when they wanted & was sat on top of a hill meaning foot stalking was pretty much impossible if you wanted a safe backstop on most of the ground. Needless to say the tender wasn't submitted!
