howa .243 or Tikka .222 for fox

50 grain Vmax if 1:14 twist, or 53gr if you're lucky, otherwise 1:12 will certainly suit it. Never tried 55gr in mine admittedly.
Since it's not weight but length, 53gr V-Max (and Nosler Varmageddon) require tighter twist than older design 55gr counterparts.
 
While I'm happy I got the .222, Im in Ireland and ammo is available but choices are limited, checking around I've found only 4 options, Rem 50gr, Sako 40 gr, Hornady 50gr and PPU 50 gr.

I took the 50gr Hornady when I picked it up and got lucky I guess. I still have 2+ boxes left and Ill be a while dropping foxes before I run out.
 
personally use a 222 with 45gr Fox classic hunter for canids but i think it comes down to the rifle in this case. I would trust tikka over howa personally. Used or not those are amazing rifles in every regard if the ergonomics suit you (they arent for me)

My personal choise would be a CZ527 but since you listed those 2, id go tikka. Never heard a complaint about their performance and i live in Finland where everyone and their uncle has one. Howa on the other hand i have heard mixed experiences from.
