I guess the number of ignores you can add must a been a limit that came from the move from vBulletin to Xenforo, or a later version of Xenforo.

What I measured was the highest number of people who ignored one user.

I happen to know the physical limit of ignores you can add is 1,000 because someone managed to hit it.
