Leather bolt holder

I saw a post where a person was selling some nicely made leather bolt holders. It secured to a belt and had a snap closure to hold a rifle bolt.
Being from Canada and not familiar with the UK laws, what would be the purpose of this?

Is it because a person cannot transport a rifle with the bolt attached?
And the bolt can oly be in place when stalking?

Keeps the bolt safe and separate from the rifle

No, bolt can be in place.

If for some reason you need to leave a rifle secure in a vehicle for instance, this gives you a method to carry the bolt with you so the rifle cannot be used if stolen.
On the other hand, usually in the borders, its easy to identify rifle owners as they queue up in the co-op with the bolt on their belt
 
I don’t like the idea of walking around with bolt on my belt in a public place. I think could easily be mistaken for a knife or even a little pistol. Much better IMHO is just put in a bag with your ammo and other valuables if you have to leave the car say overnight.

If you are just stopping at a service station or for fuel just lock the car and don’t draw attention to the fact it might contain firearms. I generally drive with a non shooting fleece on etc so I just look like a member of the public. Deerstalkers and shooters at a service station are really very easy to spot.
 
Anytime I've traveled with a rifle in the boot the bolt comes out and into a plastic bag prior to setting off and when I stop the plastic bag goes in my pocket. Discreet and separating the rifle/bolt so if in the even the car was stolen they don't have a complete firearm.
