Purely a case of not enough pressure not new brass. Upping the powder charge will stop the problem.That was with brand new brass so maybe that’s to blame. May be worth going back with some once firedcabd trying the same load
As for increments I use percentage. In conjunction with a chronograph. I tend to go up by 1% or 2% depending on what cartridge I’m loading or how near maximum I am.
I load for accuracy over speed. But speed will give you an idea of pressure in relationship to a particular load.
