As getting the 11.4 condition accepted required a visit, inspection of range, proof of insurance, provision of risk assessments and method statements and documentation on the backstop(s) and range design…

All done by, in my case, the EEO responsible for Club approvals

I think we're moving at tangents and getting all tied up.
I didn't have to pay extra as even though it was a variation to my existing FAC the process took so long I had a renewal come up, so I got refunded the variation fee and had paid the renewal fee already.

MRRs can operate as a club, or clubs can operate as an MRR.
They can be HO Approved, but don't need to be.
If they are HO Approved, they can benefit from the free FAC.

The HO gave very little guidance to everyone on the law change, preferring to let the FLDs and Operators try to work it out.
This lead to several different interpretations, but few counties spoke to the governing bodies to try and get a consensus, the HO didn't appear to ask them.
What is interesting, though, is the level of interest from non-MRR users and operators.

As usual, it seemed the law was written by people who had little or no knowledge of the shooting sports.
The admin burden upon FLDs has been greatly increased by this. My FEO thought I was the only one in the County, but I know of 2 that use the same ranges I use, and another club just down the road, also using the exemption. If that density of MRR operators is representative across the country, there'll be dozens in East Herts alone.

A wee point of clarification, MRR are now limited to 22rimfire, not 22LR. You can use 22wmr as well. They used to be limited to .23cal and made no mention of rimfire, meaning that, technically, you could actually use 223 centrefire.
 
No. The club fac can have any firearm per their approval. If it has an MRR condition they can also run 22lr only as a MRR.

As we run an MRR as a commercial enterprise a club FAC is not the correct one. It has to be a condition on my personal FAC.
They can run anything that is 22 rimfire, not just 22lr. MMR covers 22 rimfire, it's not restricted to 22lr. A MMR could legally use 22 short, 22 long, 22 long rifle and 22 wmr. They are all 22 rimfire.

You are correct, it is actually RF not just LR. Slip of the finger.
May FAC has just RF on the ammo. It has caused problems. For instance, Cambridge Gun Club wouldn't sell the wife .22WMR on a .22RF slot, despite the .22RF rifle listed being a WMR. So I had to get it on the RFD and hand it to her.

The reality is, the vast majority of MMR operations will use LR rifles as they are generally the cheapest to feed and easiest to get hold of. There may be one or two that go with WMR to have a bigger bang selling point and some may want the less power of Shorts.
The WMR will soon get stopped if abused and it's posted all over youtube and facebook.

If we keep hiding away in the shadows and don't show a full range of shooting sports and options in the UK, everything will become more restricted anyway. Shotguns re the most exhibited guns on UK-facing social media and they're likely to get hammered big time irrespective.
