Thanks for the clarification regarding where you are at in your reloading for this round.

I can only repeat what I said earlier and echo Muir and others as in:

Load to factory length and shoot it til you're pushing to close the groups. This aspect means nothing til you've got the charge right.

Reverse your current thinking and concentrate on developing the load with your chosen powder and find the best charge/grouping with the book OAL, and then (and only then) experiment with seating depth if you feel the need.
 
T3 ogive to lands 2.089" COL 2.490"

Not helpful to your cause is that my R93 in 22.250 with these Vmax has these measurements:
Ogive to lands 2.178" and are then seated 222 thou back at 1.956" and if I do my bit will shoot .25 to .3 no problem

I think you mean Base-to-Lands, not Ogive-to-Lands.

Its my terminology - as in when the ogive is touching the lands that is the distance from the headstamp to the ogive
