So Defra just announced the GL will be reissued from 01st March until August 2020 then NEW ones issued

Six general licences reissued for the control of wild birds

More likely it is a cry for help because they are struggling with the legalities and science of the discredited system of general licences. We'll give them as much help as we can but starting from the position that all wild birds are protected by law and that exceptions from that rule must be rare and well-justified.

Yesterday evening, DEFRA extended the existing highly flawed, and we say unlawful, general licences for a few more months. It could be that DEFRA is working hard to fix the problems that they realise they have with these licences - or they may be just mucking about.”.

....surely in the interests of balance, they should have been? And if they haven't, then they should be asking (a) for a similar chat, and (b) why an invitation wasn't extended to them in the first place?

Given that it was WJ who issued the pre-action protocol then presumably DEFRA are just looking to explain their plan of action, and therefore no reason why any other party would be invited. I'm sure WJ will provide an update following the meeting......as they like to do
