For me it’s simply that they do not reduce noise by the same degree as muffs. However, I’ve since given this more thought in light of the db reduction figures being quoted and have concluded that what ear buds do not do is protect the bone around the ears (skull) from concussion. Something that is particularly noticeable in covered areas such as the BSRC “Statics” FP and the Running Deer hut.
Just my view but I’m not a Rocket Scientist.

There is nothing special about the bone around your ears so if sound in the air was able to pass into your head protecting an inch or so either side of your ear wouldn't make any difference. The impedance of your head is significantly different to that of air and I've no idea where this "bone conduction" story came from but it pops up now and again. Where you might get "bone conduction" is if something was actually pressed against your head and so could transmit the "sound" directly into your head through physical contact - this can be a problem if the stock of a rifle or shotgun touches over ear type hearing protection and can actually result in an increase in SPL.
