I like the Sako 75 and the Rem 700 has so much aftermarket stuff available but I'd vote "other" for Tikka (T3)
 
As above but if considering a semi custom sporter weight 22 Hornet a nice old Brno mini mauser-like action would be top of the list. Would just need to be very careful in selecting the right "man in a shed" to do the trigger conversion work as most come with those helish twin triggers.

Or a new Johannsen mini Mauser 98 double square bridge with 3 pos side safety and swing floorplate with oberndorf style latch...of course, only 222Rem would do for such a job
 
Brand new Mauser clone actions - yes would make a lovely build and they are available for $$$$$

T3 is my preferred action of choice if asked to source a donor for a build, of course I prefer to use custom action if the client has the funds, in that case it is Borden followed by others.
 
I have semi customs built on tikka 65, 595, t3 and a sako 691. They're all fabulous in their own ways. If I could have only one, it would be a t3 just for the aftermarket availability of stocks and other parts (and it's a nice slick action). I've had a couple of remmy 700's, shot ok and maybe lend themselves to a more target orientated build given the aftermarket popularity but a t3 based build would be all I ever require in a deer rifle. All IMHO of course.
 
Depends on cartridge

short BR style cases don't work well in some actions with constant pressure plunger eject action

That's interesting Ed, I haven't heard that before. My T3s with plungers always outshot my Sakos without, so I had assumed the other way around. Do you have any links so I could research?

sadly this one is from first hand experience

my 6mmBR on a 595 action wouldnt eject at all
case is held on the plunger under pressure which is fine if a 308/243 length case as the neck doesnt fall into the lug area before the head is past the ejection port

on a BR the case is short enough to turn and disengage inside the receiver

only answer is crank the bolt like some madman and even then half will drop off

I think you may have been unlucky, or I have been lucky with my T3 in 6BR. It ejects flawlessly at any bolt cranking speed. What’s more it even feeds perfectly from Patriot Valley modified 10 round AICS magazines with 60 to 107 grain bullets.
I used to have a Musgrave Mauser target rifle that Norman Clark rebarrelled to 6BR, and that had the ejection problem you describe. On pulling the bolt back the empty cartridge would often just flip backwards and jam the receiver.
